On 03/15/09, a sunday. I decided to take my inlaws, wife and three kids to Caps for a late lunch. I called ahead and asked if the they had call ahead seating, and if woe could make the lunch menu. The very gratious waitstaff said no problem. as long as you are seated by 3:30pm.
We arrived @ 2:40 pm and gave our name at the desk. They said about a 30 min wait.
We grabbed their remote alerter and sat on the deck and ordered drinks and appetizers from the oyster bar.
At 3:20 we were seated..... at 3:50 We had to ask a passing waiter where our waiter was, and that we we given dinner Menus.
A hostess came over to explain that we should have known that they were in transition. We could not order lunch, and if we wanted dinner we could not order until 4:30pm.
Our Waitress arrived and apologized that she JUST arrived.. She said don't worry, after you order drinks and appetizers you can order your meal after 4:30. When I explained that we already had drinks and apps and wanted to order now she said SORRY this happens alot........I asked for a manager.
A managers rep named Blaze (?) said sorry for your timing. theres is nothing I can do. He had no interest that we were there for over an hour. We were hungry and had spent money at the oyster bar. He was happy to see us go!>>>Until I told him I would write a review on the internet. Jaw dropped, eyes widened and said I'll be right back.
After 5 minutes and a real sour taste we got up to leave... On the way out he said he could put our dinner order in early. WOW Thanks - - Went to Saltwater Cowboy instead-Great

This restaurant was recommended by a local and I am very sorry we went. The table was dirty, and we had to sit outside because they would not let us sit (with our kids) inside ... well, except for this plastic bubbled room! There were only TWO kids menu options. My She Crap Soup was COLD and used canned crab, and was so sweet I could not even finish it. The waitress raved about the soup, so I had to try it, but boy was it the WRONG thing to do. All our appetizers were so unacceptable that we left after the appetizers - we couldn't imagine spending any kind of money of the main course. The only thing that I would say was OK about the place was that our daughters had a fun place to play - the beach front had some trees they could climb on.
Since the other reviews are several years old I can only assume the restaurant has done a complete turnaround because my family loved it. I didn't want to go there because I assumed it was a family-type, fried-seafood place. And it was. But it was

We went to Barnacle Bills on 9/14/09...my husband ordered the mahi grilled platter w/ baked potato and cucumber salad for sides. I ordered the fried flounder sandwich w/ fries for side. We both ordered Caesar salads.

Imagine you have a big dock jutting out into the Intracoastal Waterway with the seating area a deck. Boats come in, dock, and eat. Your drive down and ulikely side road. And you can eat outside but under a canopy of multiple river oaks with branches 3 or 4 feet over your head. Unique. Lot of fun.

My husband and I stumbled onto this restaurant on our way home from St. Augustine. I was pleasantly suprised by the setting of this little place, tucked back off the main road. We enjoyed an evening of great food, service, and the view was even better sitting on the deck, watching the water roll by. We will go back again for the sole purpose of having a nice dinner out and not because we are just passing through. Love it, love it, love it.
