If you can get inside without being hit up for spare change by loiterers in front of the liquor store next door, you will have a pleasant dining experience. The sushi used to be the best in vallejo. That title now must go to sushi-yu on redwood, but mikos still serves good quality sushi. Park close and don't make eye contact with any of the vagrants on the way in.

Only because Vallejo has so little in terms of restaurants can I recomend Mikos. The food is pretty good, though it is in kind of a scary area. Once inside, however, the atmosphere is somewhat improved. Give it a try....
